They have empowerment authority for enhancing quality of employees in the spirit of serving public. Supervision done by women government officials also plays a very important role in every improving working ethics in both government and private sectors. In addition to that the presence of good surveillance work then something must be done smoothly to produce something optimal. This research is an explanatory research that enlighten the relationships between dependent and independent variables to test the hypothesis as formulated in the study. To analyze the data SEM with AMOS Program were used. The population were women government officials in regional Jakarta, Indonesia. The 200 respondents were being questioned, used purposive sampling; respondents were mainly women government officials who worked and supervised at least serving for 10 years and above. The study resulted a relationship between variables of positive messages of empowerment and monitoring of quality of service in government institutions managed by women government officials. ER -
