AB  - This study will discuss how the lecturer policy on higher education system of Indonesian Navy and
how to model the implementation of lecturer policy in high education vocation of Indonesian Navy. The method
used in this research is descriptive qualitative analysis of the lecture implementation policy in higher education
vocation of Indonesian Navy as well as implementation result. This research reconstruct Grindel policy
implementation model by collecting natural data in natural condition. The result of the research shows that the
implementation of lecturers policy on high education system of vocation in Indonesian Navy is still difficult
to be done due to low response and non-compliance of executor. Research results show that there has been
a gap between stakeholder of Higher Education of Navy with Higher Education of Mininstry Department in the
framework of standard competence compilation of students with instruments, rights and obligations as well as
the implementation results. Teachers and lecturers policy on the higher education system of the Navy has not
provided significant change of results as there are still many obstacles in the process. The model of policy
implementation of lecturer in high education vocation of the Indonesian Navy started by synchronizing policy
between the Higher Education of Mininstry Department and the Indonesian Navy then, it is passed down to
specific socialization program to support of lecturer policy objectives.
