Regarding the techniques and instruments for the collection of information, they were mainly based on the tracking of databases and web pages of technological development centers recognized by Colciencias as well as of works carried out in other countries that contained related topics with operating models. With the creation of CEMANTI, Cartagena de Indias, it would be the first city in Colombia to have an institution that offers technological services, especially, to this type of company which would become a point in favor of the economic development of the city.
