Accidents can be very dangerous when there is an unrestricted crowd in a limited place. In 2006, dozens of people were crushed to death in the Sangju outdoor concert hall. As a result, the National Emergency Management Agency produced a safety management manual for the venue in 2007. The manual intended to lay out safety management rules for performances and events administered by local governments throughout the country.
