Abstract

The new development of virtual educational delivery feature Massive Open Online Courses (MOOCS) where educational institutions are able to offer courses that are taught and assessed on the internet with students afforded the opportunity to follow courses on mobile phones as well as computers. By way of document and policy analysis, this study explains the causes of youth unemployment in Malaysia and how the Malaysian government policies towards the use of information communication technology in the Malaysian higher education, particularly MOOCs could be used to address some causes of youth employment problem. This study reiterates the importance of harmonizing both higher education as well as industry involvement in order to support MOOCs potential towards access to information and encouraging creativity and innovation in youth human resource development.
